RICHARD IMPRESCIA,
EXECUTIVE DIRECTOR, BUSINESS ECONOMIC DEVELOPMENT SERVICES
As Executive Director of the Business Economic Development Services Group at Anchin, Richard works with a wide range of federal, state, and local tax and business incentive programs to deliver tangible benefits to local businesses. He is responsible for identifying local companies that are eligible for grants and tax incentives, and assisting those companies through the complicated application process. Richard is experienced with all types and levels of programs, providing information about business or industrial expansion and analyzing related causes to develop, recommend and implement alternative solutions.
Prior to Anchin, Richard was appointed by Governor Pataki to the New York State Department of Economic Development where he served the Governor as the Deputy Executive Director to the Empire State Development Corporation. His responsibilities included intergovernmental relations, business economic development and job creation by providing economic guidance and technical tax expertise for the various New York State tax incentive and economic development programs. Richard was a technical Program Associate, NYS Policy Trainer, and Regional Director for the NYS Empire Zones Program.
In November 2004, Richard was appointed as a Member of the Community Services Block Grant Advisory Council to the Department of State by Governor George Pataki. The Council consists of 20 members whose fundamental purpose is to assist low-income persons in overcoming the barriers of poverty. He also serves as Vice Chairman-Government Affairs Committee to the Westchester County Association.
Richard has served as a public speaker to national presidential campaigns, a campaign manager to local legislative races and as a campaign coordinator to various New York State Legislative races.
Richard is a member of the Westchester County Association, where he is Vice Chairperson of the Government Affairs Committee. He is an adjunct faculty member at the New School University and the City University of New York.

RICHARD STIEGLITZ, CPA, TAX PARTNER
Richard Stieglitz is a tax partner at Anchin and chairperson of the firm's Strategic Tax and Incentives Group. Richard's experience delivering all types of tax credits to the firm's clients compliments his expertise within taxation and general tax matters.
Richard has worked with companies to achieve maximum tax savings, helping them take advantage of programs that offer incentives and encourage economic development, business investment, and job creation. He has identified savings under the Empire Zone program for over 100 local businesses. Richard's tax knowledge allows him to coordinate empire zone benefits in relation to tax issues and incentives. His experience has added savings to businesses in all types of industries, many of which were certified under the program but lacked benefits.
He is also the firm's expert on 529 Plans and educational tax benefits. His clients include high net worth individuals and family offices, distressed debt funds, and real estate companies.
He has written numerous articles published in the Law Firm Partnership and Benefits Report, where he serves on the Board of Editors. Some of his other articles have been printed in Accounting & Financial Planning for Law Firms. Rick has been quoted in The New York Times and frequently lectures on taxation issues.

Paul Gevertzman is a director of tax services at Anchin. His practice focuses on clients within the financial services and construction industries. Paul has extensive tax and business experience with corporations, individuals, and investment partnerships. He assists companies within designated Empire Zones reap benefits such as tax reduction credits, real property tax credits, sales tax exemptions, wage tax credits, and utility rate reductions: minimizing or often eliminating a company's New York State Tax liability.
He frequently develops continuing education programs and lectures before professional organizations. He is also the author of several articles featured in the CPA Journal.
Paul is a member of the American Institute of Certified Public Accountants (AICPA) and the New York State Society of Certified Public Accountants (NYSSCPA), having served on their Employee Benefits Committee for ten years. Paul is admitted to the United States Tax Court.

RICHARD WOLBROM, ASSOCIATE DIRECTOR
Richard (Ricky) Wolbrom is a senior manager of tax services at Anchin and Associate Director of Anchin’s Business Economic Development Services Group. He assists companies within designated Empire Zones reap benefits such as tax reduction credits, real property tax credits, sales tax exemptions, wage tax credits, and utility rate reductions, minimizing or often eliminating a company's New York State Tax liability. His experience has added savings to businesses in all types of industries, many of which were certified under the program but lacked benefits.
As an accountant and economic development professional, Ricky brings a broad perspective to his clients. He has more than 20 years of experience focusing on clients in a wide range of industries including manufacturing and distribution, real estate, construction, and litigation support. He has extensive experience in the area of federal, state, local, personal and business taxes.
Ricky frequently develops continuing education programs and lectures before groups of bankers and real estate professionals. He has also trained local Empire Zone coordinators in applying the tax credits for businesses in their areas.

AMANDA FRIEDL, PROJECT MANAGER
Amanda Friedl is a Project Manager with Anchin Block & Anchin's Business Economic Development Services Group. In this capacity, she assists clients with the complex certification and application process for various state, county and local tax incentive programs. Along with other team members, she provides frequent training sessions on incentive programs to lending institutions, Chambers of Commerce, and other business and civic organizations.
Prior to joining Anchin, LLP, Amanda served as the first NY State Empire Zone program coordinator for Otsego County. In this capacity, Amanda was responsible for introducing a complex program to a diverse community. She raised awareness and educated the community through mailings, round tables and presentations. She educated businesses, the Chamber of Commerce, and banks on how to access the complicated benefits of the program. As Business Development Manager for Southwest Brooklyn Industrial Development Corp. (SWBIDC), Amanda was responsible for administration and development of the NYS Empire Zone program and various economic development programs offered by New York City, including the Industrial Commercial Incentive Program (ICIP), the Energy Cost Savings Program (ECSP), the Commercial Expansion Program (CEP) and the Relocation Assistance Program (REAP). She is an experienced consultant on projects associated with NYSERDA and National Grid and coordinates energy cost-savings programs on behalf of Anchin’s clients.
Amanda is currently studying to become a Certified Economic Developer (CEcD).

DAVID D. MEADE, PROJECT MANAGER
David Meade is a Business Economic Development Project Manager with Anchin Block & Anchin’s Business Economic Development Services Group. In this capacity, he assists clients with the complex certification and application process for various state, county and local tax incentive programs. Along with other team members, he provides frequent training sessions on incentive programs to lending institutions, Chambers of Commerce, and other community-based economic development organizations.
Before joining Anchin, David managed a variety of complex discretionary and non-discretionary government incentive programs. His economic development project and urban planning analysis has been directly responsible for the creation of hundreds of new jobs and significant investment to a variety of urban revitalization industrial projects. David presented and trained Empire Zone Administrative Boards, which are comprised of key financial and civic stakeholders within communities, on the various tax incentives and administrative responsibilities of the program. His training areas included Western New York, the Southern Tier, Central New York, the North Country, and the Capital Region. David possesses a wide range of expertise in statewide energy cost-savings programs in New York State and the Tri-State region.
David is currently studying to become a Certified Economic Developer (CEcD).

CHERISSE KETCHUM , PROJECT MANAGER
Cherisse Ketchum is a Project Manager with Anchin's Business Economic
Development Services Group. With her extensive background in government
and deep experience in economic analysis, Cherisse provides businesses
with the expertise necessary to navigate federal, state and local
incentive programs designed to help businesses grow and expand. She is
also on the forefront of New York State's Energy Research and
Development Authority's efforts to promote the New York Energy Smart
Loan Program among the state's premier financial institutions.
Before joining Anchin, Cherisse worked most recently as a Project
Manager for New York State Economic Development Agency's Empire Zone
Program, managing the administration of the New York City and Long
Island economic development zones. Cherisse was responsible for
certifying businesses making investments and increasing employment
affecting significant change in impoverished areas downstate. She has
also served on the staffs of Presidential candidates, Members of
Congress, and other high-profile government officials, with
responsibilities ranging from overseeing budgets to the press corps to
serving as the Director of Scheduling.
